Then we will go forward then and turn it over to our Andrew Gasprey who will start us off

And without further ado, I'm going to pass this on to Rachel Falkenstein who will take us through a refresher about how we got here.

So with that, I'm gonna turn it over to Vlad and he's gonna go into more detail about the revised design plans.

Don't know how many lanes it would be, but kind of having that more urban rain garden character.

So with that I'll turn it over to Rachel to talk about the feedback we've received on this.

So with that, I'm going to turn it over to Andrew to close us out.

you to digest and we want to focus then again on the questions in the framework discussions for this evening and I hope that's not overwhelming we are here to answer your questions I turn it over to you it's definitely overwhelming that's just a given but are there questions for staff before we get to these four questions that would help us to get to be ready to answer some of those questions yes ma'am

In regard to the Stantec report that you provided us, Rachel, would it be accurate to say that the foundation, the real bottom line message here is that there needs to be structured parking and that that needs to be publicly funded?

We don't want to pre-anticipate the details of how to implement that, but certainly the examples that are around the country that have been most successful have had some degree, some significant degree of investment or cooperation or partnership with community investment.

Obviously the board has not

Yes, there are all those from very small investment to very large investment and that's one of the discussions I think that's going to be started on the 14th.

And I thank all three of you for the work you've done on it.

So on this memo they just wanted to focus on the demand for office space because they didn't go into detail on that in their earlier work.

But it's a great comment and it's certainly something we need to keep in mind because even the chunky building that we described there was actually much more piecemeal than it looks from an aerial, but being simple in representation is sometimes a challenge.

So it is different from that perspective and there's a lot more kind of green infrastructure built into this than you would have in downtown Charlottesville, for example.

Norman, go ahead.

The green space is amenity, but people have to have a reason to go there.

They're not going to go there because of the green space.

So I think that's a subtlety that it's hard to plan or force, but to be thoughtful about what kind of retail or community type space, including nonprofits or entertainment or whatever, not just selling things.

But if that helps kind of doing it to your point, we need to be flexible to accommodate all those potential markets because we really are trying to give our stakeholders an opportunity to create this place in the future.

How will those timelines play out in your mind?

We feel capable through the connections that we have with Stantec and the experts that we've brought on board to be able to adapt to the needs and desires that the board sees going forward along those lines, but it's not going to be a quick discussion.

Or at least to the extent that we should?

It should at least start prior to.

That's the word I was looking for.

So you would be looking for staff to send you some, here's a small area plan that this community did, here's what it looked like.

What would be those sections that you would change, so I can go and look that up, or what would be the section that, or is it just the small area plan that is a,

This is the first small area plan we've done, but it sort of gets embedded in the Places 29 master plan, which itself is embedded in the larger comp plan.

And so you're just inserting form-based code and those kinds of things into this small area plan that's part of- The form-based code is the zoning.

So it could be a recommendation for a form-based code as an implementation recommendation but the form-based code itself that if the board decides to move forward with that would be in the zoning ordinance but the small area plan comp plan amendment would be a new small short little plan that would be embedded into places 29 master plan but we wouldn't be going through all of the goals and objectives that were previously adopted and relooking at those

So in that sense, we don't really want to rewrite it, we want to nest it, as Liz said earlier.

Then how do you begin to build those bridges and be able to solve some of those worries?

because that's not the way it's gonna develop in the long run, it's the starting point of that dialogue.

So it really creates these opportunities that, because it's getting down to this finer level of detail, it may be placed during 29, didn't.

And then is the goal a mix of A, B, and C properties so that there's some old buildings and some new buildings in these redevelopment areas?

Now, they didn't get into this has to be here and that has to be there.

Is that correct?

But again, we had to infer some other things and give them some more specific examples.

At least that's the way it's happened in some other localities.

Is there a market for that?

And we have to be cognizant that we don't put all our eggs in one basket over this time frame because everybody wants a little bit of quality place.

To paraphrase Gump, form-based code is as form-based code does, my mama said, and in that context

God himself could give us a form-based code and would not guarantee that we'd get the kind of place that we want.

Can you explain that a little bit?

So putting the form-based code in would just go, okay, now they can do that without having to go through a whole lot of process to get there.

What are the obstacles that are in their way from doing the kind of buildings that we want?

Does that make sense what I'm asking?

I can give you some conjectures, I suppose, as how it might done, and hopefully Peter Katz will show you how it's been done, but how you guys will do it, I don't know yet.

Why we're inviting a stormy reception when we go public in primetime at a Planning Commission meeting and a board meeting with this topic.

So that's what I have in my brain and I hope it's approximately right.

but the adopting of the vision in a comprehensive plan is a key step and a key measure of the policy intent going forward and I think it was a great point whoever made it that you need to have public input for every implementation step that would have the force of law but that shouldn't diminish the importance of adopting a policy intent in the comp plan.

I don't know if we need to go around the table, but I'll just start answering them.

So that's why I think I need the meeting on February before I can answer that number four, but others may have a different view.

I agree with that.

That's my basic question is what does it mean to the comp plan, but Rachel's explained that pretty well, so I'm okay at this point.

You could have said, in which case we would not bother you on the 14th.

I definitely think that around the table there's great interest in making sure we nail down these questions you've heard tonight and we'll be happy to do our homework at the Meet Monday tutorial and go from there.

That has a big impact on this small area, or could have, or will have a big impact on this small area plan.

So in terms of time frames, that's much further down the road than the actual fixing what's there and making it work a little bit better and first of all will be the project that's underway on Hillsdale, so the one you mentioned.

Does that happen?

Yes, they are.

So that's why we've been looking at alternatives to that.

And I would encourage the stakeholders in and around those quadrants are privy to those conversations as well.
