20. ZTA 2018-04 Beekeeping. To receive comments on its intent to adopt an ordinance amending the Albemarle County Code as follows: (1) amend Section 18-3.1 to add a definition of urban beekeeping; (2) amend Sections 18-12.2.1, 18-13.2.1, 18-14.2.1, 18-15.2.1, and 18-16.2.1 to add urban beekeeping as a by right use; and (3) add Section 18-5.1.63 to establish supplementary regulations for urban beekeeping to establish setback regulations for beehives, a warning sign requirement, prohibition of wax combs and other material left on the grounds that might encourage robbing by other bees, beekeeping equipment regulations, and establishing a maximum number of bee colonies pursuant to a lot’s size.

21. ZTA 2017-10 Farmers' Markets Perfomance Standards. To receive comments on its intent to adopt an ordinance amending the Albemarle County Code as follows: (1) amend Section 18-5.1.47 to establish regulations for by right farmers’ markets including prohibitions on amplified sound and lighting, limiting by right farmers’ markets to twice a week, prohibiting by right farmers’ markets from operating when the primary use of the property is occurring, and limiting by-right farmers’ markets to properties subject to approved site plans pursuant to Section 18-32 and limiting parking to the parking areas shown on the property’s approved site plan; and (2) amend Sections 18-10.2.-1, 18-11.3.1, and 18-12.2.1 to permit farmers’ markets as a by right use.

22. ZTA 2017-06 Updates and Clarifications to Section 33 Zoning Text Amendments (ZTAs), Zoning Map Amendments (ZMAs), Special Use Permits (SPs) and Special Exceptions. To receive comments on its intent to adopt an ordinance amending Secs. 18-33.1, Purpose and intent, through Sec. 18-33.9, Special exceptions; relevant factors to be considered conditions, of Chapter 18, Zoning, of the Albemarle County Code. Section 18-33 establishes the procedures and requirements for zoning text amendments (ZTAs), zoning map amendments (ZMAs), special use permits (SPs), and special exceptions (SEs). The proposed ordinance would reorganize Section 18-33 by, among other things, splitting existing sections into multiple sections and organizing those sections into divisions based on the type of application or action, and would revise, clarify and standardize the text. The primary proposed substantive changes would: (1) amend the times by which recommendations and actions must be taken on ZTAs and County-initiated ZMAs (County Code §§ 18-33.5, 18-33.6, 18-33.11, and 18-33.12); (2) amend the criteria considere

Thank you for attending today's public hearing. During the 2018 Calendar Year, the Chair is Ann H. Mallek and the Vice-Chair is Norman G. Dill.

During the time set aside for "Matters Not Listed for Public Hearing on the Agenda", individuals may address the Board of Supervisors concerning any issue not listed on the agenda for Public Hearing. Individuals are allowed three minutes to speak, unless otherwise decided. A sign-up sheet is provided at the meeting. During Public Hearings, the Board will only acknowledge speakers addressing the item listed for Public Hearing. Speakers are limited to one appearance of three minutes per public hearing item. A sign-up sheet is provided at the meeting and you may sign up online in advance of the meeting at http://www.albemarle.org/bosspeakers/. Speakers will be called forward in an alternating pattern of in person sign ups and online sign ups. Applicants are limited to a ten minute presentation of their proposal and are allowed a five minute rebuttal at the close of the public hearing.
