I'm Lori Allshouse, the Director of the Office of Management and Budget, and I'm here this afternoon with a few slides, one for the tax rate public hearing and then some slides related to the other topics we have today around the budget and the tax rate.

She's a senior budget analyst in the OMB office and is an expert and very close to all the numbers and putting together the resolution and the budget documents for you.

So I'd like to start, if you're ready to start the public hearing for the tax rate, I do have one slide related to it.

This is just some information about the real estate tax rate.

It's built on a rate of 0.839 per 100 of assessed value.

The total assessed value of real property, excluding additional assessments due to new construction, exceeds last year's total assessed value of real property by 2.87%.

The lower tax rate or the tax rate that would levy the same amount of real estate taxes last year would be 0.809 per 100 of assessed value.

The effective rate increase or difference between the proposed rate and the lower tax rate is 3.0 cents or 3.71%.

And individual property taxes may increase at a percentage greater than or less than these percentages.

And as a taxpayer in the county for 48 years and an Albemarle County science teacher, mostly at Western Albemarle High School for 33 years, I know some of you.

My husband also taught earth science and chemistry at Albemarle High School, and our two daughters attended Albemarle County Schools and are successful adults.

When I retired, I had four major surgeries and found my independence temporarily limited, but a friend invited me to the Senior Center, which is what I'm speaking of, or in favor of today.

Instead of becoming inactive, I attended activities and programs and made many friends and found purpose.

I have been a center member for ten years and have served on the council as the council president and on the senior center board for six years.

I volunteer on several committees and as a group leader.

I fully enjoy my time there.

as well as there are multiple opportunities to help others to continue learning and to be active and to socialize.

The county's largest projected demographic shift continues to be the increase in the senior population.

The Senior Center has had a successful 50 plus years serving that population.

In 1990, we moved to the new building on Pepsi Place, but now, 27 years later, we find that our building lacks sufficient room for indoor recreation, meetings, banquets, classrooms, etc.

These are all defined as needs to be filled by Albemarle's own studies.

Occasionally,

Programs have to be held in the few open places in the building, such as the basement or the kitchen to make room for a special event.

Parking is also critical.

I had all kinds of good things, but I'll just say that our center is recognized nationally as one of the best in the nation, and it's an asset to Albemarle County.

And there are many a times where I'm sitting there and I have to give up the seat that I'm sitting in to accommodate for the people that we have coming in there for meetings, for Ali classes, and just come in to be at the center.

The center is a place that gives socialization and joy to many people.

In my profession, I get to appreciate your civic service, so I want to thank you for that initially and just for hearing me out.

I'm here on a very unique request that we understand it may be tough to fulfill, but I'll place it before you anyway, so I'm here representing a nonprofit called

Bridge Ministry Substance Abuse Rehabilitative Program for Men.

It's a residential program.
00:11:55
It's 18 months in duration.
00:11:58
Here today, just with this opportunity and this final public hearing, we were recently granted by the city of Charlottesville an allocation as a newly funded organization of $34,800 to work towards support services for the individuals that we see who could be homeless, coming out of incarceration, suffering from opioid addiction.

Some of the other things that we're seeing are methamphetamines are just as potent as opioids.
00:12:27
And I know that we're hearing about that a lot in the news cycle.
00:12:31
Governor McAuliffe recently sent out a statement that said 1,100 people died in Virginia just last year because of opioid overdose and addiction and heroin and narcotics.
00:12:40
But we're also seeing devastation in rural communities that we accept individuals from in methamphetamines as well.
00:12:47
And then of course there's cocaine and all those things.
00:12:49
Long story short for all of you is the cost to us to support an individual, a gentleman that comes to our program, we can accommodate 50 but we incur a cost of about $24,000 annually due to insurance and treatment.

and we're requesting special allocation if possible from the board maybe out of public safety funding or some type of funding that you may have available and I understand this is a tax rate public hearing and you don't have a lot of funds that are available but we do believe that this is a critical service that is important to restoring the lives of individuals in our community who are suffering from drug and alcohol addiction.

We've been here 25 years.

We've recently undergone a lot of restructuring

and therefore we've started to get into this process.

We're going to be working more with the Center for Nonprofit Excellence as a new nonprofit.

So there's some things that we're learning along the way.

But I greatly appreciate just every time I get this opportunity, it's just an opportunity to share.

So we would respectfully request that you would consider us to support one of our students.

Albemarle County is a wonderful and inviting place to live which is in part due to the beautiful natural environment and open spaces in our community.

The continued existence of these pristine natural spaces can largely be attributed to the work of the Board of Supervisors to protect the natural environment through initiatives such as the acquisition of conservation easements program.

As engaged citizens, we are concerned that the growth of the county may be threatening some of our precious natural resources.

We recognize that growth and development are necessary for the county to support economic prosperity for its residents, but we would also like to see a little more done to protect some of our cherished natural areas that make Albemarle County such a beautiful place, specifically through the expansion of the ACE program.

An important perspective on this issue of land preservation is that of a property owner.

Through an interview with Ms. Tyler, a local landowner of more than 300 acres, we realized that landowners are willing to put in extra effort to make an investment for their land.

as long as they feel they are supported by the government.

For instance, Ms. Tyler explained that she has participated in several programs supported by the USDA to put measures in place to protect water quality and native species on our land.

We see the ACE program as a way for our local government to support landowners with the ultimate goal of resource preservation.

Expanding the ACE program will help our county invest in the future of natural resources while simultaneously helping local landowners.

Securing more easements over time would be a huge step to ensure the protection of air and water quality and the preservation of the open space that makes Albemarle County the perfect mix of both the urban and rural landscapes.

Knowing that the ACE program receives more applications than it can afford to fund, we would like to see more money allocated to the ACE program so that it can continue to promote sustainable land management practices while supporting the local landowners.

I know there's concern about always wondering what the future will bring and whether we can are making the right decision today for all of us have that but I'm remembering back for seven years of the last ten where we were so overcome by that fear of what was going to happen that we didn't do anything

We have the ability to do some small improvements.

I mean there are lots of zeros but compared to the total number of things we need to invest in, it's still a small start and I hope that we will do that.

really, in my opinion, starved local government.

And we have an obligation to our schools, to our environment, and to our police department, and our fire and rescue department, and all the other huge issues that we have, including our solid waste.

And it's time to try to get some of these things done.

and I'm happy that we do not have to raise the tax rate this time.

When I first ran for the Board of Supervisors in 2013, people asked me if I was going to raise their tax rate and I said yes I am because we need to have a tax rate increase.

We've gone too long without one.

and we have decreased the income because of the drop in property tax.

We need to make up for that.
00:19:33
We owe it to our citizens and so we did that for a couple of years and now we're able to get a little better situation with the economy.

So that we're able not to raise the tax rate, although we do recognize that it's always difficult for people to pay their taxes.

We do recognize that there are people out there that have a difficult time doing, raising, you know, paying their taxes.

It's not to make that any less

important it is to really take care of our future and our children and our environment and I'm happy to when it's time to make that motion to adopt the resolution to set the stacks right.

I do have a comment.

I had several major concerns arose from me after I read the budget when originally presented by Interim County Executive Doug Walker.

The first was the 19.02 new hires initially contained in the budget, which are now 22.02 new hires, which is occurring now during the 95th month of the third longest economic expansion in U.S. history.

The question I posed to my constituents were, were all of these new hires essential and meeting critical
00:21:00
County staffing and operational needs.
00:21:03
Were these new employees at risk within possibly months or within at a maximum a year or two of their hiring of becoming the first victims of the county's potential necessity as occurred in fiscal year 08 to cut budget costs through labor downsizing when and after an economic contraction hits?

I've looked at this very closely and I do support all of those new hires except one part-time employee who will be working in the Crozet library.

I feel in that case we are capable as a county to find a volunteer or two volunteers to perform that job but that's hardly the basis to oppose a budget.

The second question and concern I raised was the political consequences of the county running an additional fiscal surplus in 2017, now estimated to be some 1.8 million.

that when tied to the fiscal year surplus of almost 8 million reinforces a perception of some members of the public that the county is overtaxing its residents.

So I was looking to try to keep the fiscal year 18 budget as controlled as possible for the taxpayers that we all represent.

Finally, the biggest concern, as the board well knows from me, is the low amount of funds dedicated to the CIP in this fiscal year 18 budget during this time of economic growth, especially when two major unfunded potential large ticket capital improvements lie ahead of the board, a possible new county office building and a possible new high school.

and that issue has not been resolved to my satisfaction, so I regret that I will not be able to support the fiscal year 2018 budget.

There were a lot of changes that were made from the county executive's recommended budget to the board's proposed budget.

So this particular chart is one that we shared with you in your executive summary and it identifies all the changes since the county executive's recommended budget.

Those items that are highlighted in yellow are ones we wanted to share with you and make sure that you're aware that these are some additional changes that occurred since the last time we were together.

So there probably aren't any questions about the, I won't go through the whole list unless you have questions, but you can see that this chart includes a lot of the changes that were made along the way during the work sessions.

There was changes with savings that we had gotten and we added an appraiser position, a neighborhood planner position, we fully funded JABA.

added some funding for John, added to the neighborhood planner position utilizing some of the support costs for the neighborhood improvement program.

We also moved the EDA back into the budget as you know that we were fiscal agent on that piece.

There was some additional capital money for the time and attendance project and there were some savings in debt service on the interest rates that we placed into the capital fund balance.

So the first thing I wanted to mention to you, while we were working through the work sessions, there was also a staff group including school division, health care, or the human resources department, the finance department,

County Executives Department in the Office of Management and Budget.

We were looking very carefully at our health insurance program.

You might recall we made some changes in a lot of elements of the healthcare program as well as we changed our provider.

And our consultant worked very closely with us and at this point we believe we could reduce the increase in our healthcare.

but the increase in our healthcare from 7% to 6% and share those savings with all parties.

So this would share it with the school's division and with the general government and employees as well.

the county's savings were brought back into the county's budget and the general government as well.

The school division also had some updates and this is the time that they update to balance their budget.

They incorporated their health insurance savings about $176,000.

They had another state funding decrease as they learned more and more about the state budget of $46,000 and they made some other adjustments in their school fund and their special revenue funds.

We just wanted to share with you that $7 million in fiscal year 16 general fund year end positive variance

So those funds from fiscal year 16, which were the positive year-end variants, the majority of those were placed into the CIP as cash equity.

We share in the board's concern that we want to get more cash and more pay-go cash into the CIP program, and that was done on April 5.

And that was part of this budget.

We planned to do it, and then the board took action on that.

there's also 1.2 million in one-time general fund revenue in fiscal year 18 that we placed into the CIP budget this year into the capital budget and there's ongoing 700,000 in ongoing general fund revenue that's been added back to the CIP beginning in fiscal year 18 so we share all of your concern about trying to make sure we get more cash into our CIP and just wanted to point that those are the three places that we did add some funding for your PAYGO, your cash equity

They have to go into a lot of contracts and a lot of things that start before July 1, so we wanted to do both the budget adoption and the appropriations in the same day.

So that's the, this is the piece that we're going to talk about next.

Yeah, this resolution of appropriations basically has three main areas I'd like to bring to your attention.

On paragraph six on page eight, it has county executive authority.

Again, as I mentioned, this is the legal authority to spend money.

There's authority that was granted by board last year to the county executive to make minor changes in the appropriations.

project management costs, moving that, moving some of our training funds to different places and different budget and up to about $50,000 per fund.

So these are minor amendments.

This is administrative types of appropriations that we would believe that the county executive should continue to have authority for just based on what it was that you provided to them last year.

In addition, we are also recommending authority also be granted to the county executive to carry forward outstanding grants received and approved in 18 to fiscal year 19.

We have enabling authority by the state to do this.

We are hopefully hoping to do this for capital in the future because anything that has multiple fiscal years has a lot of administrative adjustments we have to make as we go from one fiscal year to the other.

We would like to have the county executive have authority for any grants received in 18 that go across the fiscal year.

As you know, for example, the federal fiscal year is different than ours, so sometimes grants will come in in October and then our year ends in June and then we've got to move those last couple months across the fiscal year.

So we're asking for additional authority for the county executive to do the grants carry forward.
