to approve a resolution of appreciation for Douglas Walker.

First as an assistant county executive before being promoted to deputy county executive and also serving as the interim county executive in 2017.

the Blue Ridge Juvenile Detention Center Commission, the Charlottesville UVA Albemarle Emergency Communications Center and served as past president of the Virginia Local Government Management Association and an active member of the International City-County Management Association and

Whereas Mr. Walker recruited and onboarded new leaders in key departments, facilitated the county's role in several public-private partnership agreements for transformative land use projects including the Woolen Mills Willow Tree Adaptive Reuse Project, the Southwood Mobile Home Park Redevelopment, and the Barnes-Lumber Mixed Use Redevelopment in Crozet, as well as facilitating numerous public policy initiatives including Housing Albemarle, the Comprehensive Plan, and the Economic Development Strategic Plan

and the removal of the at-ready statue at Court Square by ensuring the incident management team had clear goals and work plans over operational periods that met critical needs while maintaining county operations and ensuring that the Board of Supervisors, the staff and the community had all the information needed to remain safe and

Whereas, as an exceptional local government professional who has consistently provided the highest level of dedicated, ethical, and valuable service, Doug has been an indispensable to the county government and the epitome of a true public servant.

Good afternoon, Mr. Bowman and Mr. Sumner.

I'll turn it over to the board for any questions, comments, action, and then we can move on to the other two agency processes.

Board, let's go through our order, either for questions and or comments that you may have on this item.

Would that remain?

We're on A.

So there's no other criteria for a volunteer board on any of the others, A or B?

I will take as a follow-up that exact language in the volunteer board, but that we try and have consistency in all of our processes in terms of that.

In other words, they would be a volunteer.

Yes, I think the intent is that this funding needs to go into the project itself rather than the administrative services.

That was what I was getting at.

Yes, that is the intent.

The Senior Center, the

is when that request was for the board and so it's really trying to get those instead of kind of just more of an ad hoc process to signal to all of our community partners if you all were requesting funding from the board this is the time, this is the process and you'll be considered in the context of the budget.

Is this the process that say a Southwood would have to go through and how would it impact those funds?

They could apply through that process.

Supervisor Mallek.

I know that that was something that after budget that was supposed to be, actually last fall that was supposed to be worked on.

Number eight really gets to that intent.

So I'm just trying to get more clarity throughout the process for everybody.

So for example, we did not kind of create a bright line of you must have a certain percentage or dollar amount of funding because that is one piece of many that may go into a certain decision.

And I'll stop there because the rest of mine are on attachment B. Thank you.

So that would be for anyone funded, that would be part of the process.

Supervisor Galloway?

I couldn't think of something where we've managed that would fall into this county.

So it's more than maybe just the project management, but all of that structure in place to give us confidence that we'll be able to succeed.

Lewis Services, something like that.

Knowing that at some times in these eight criteria you may have an agency that does very well in seven of them But the eighth may be a question mark and that'll be just something that'll need to be weighed in the context of the whole budget process

So, and that was on page, well I don't know, anyway, attachment A. Maybe just quickly, Andy, to let people know what a capital project is because it has to meet a financial threshold.

These are the larger investments like some of the examples we've mentioned.

Who am I referring them to?

And so even if someone hasn't requested in a while, we keep that list and we'll maintain and communicate with them.

Help me exactly with what we are requiring.

So that is something that we are monitoring.

I'm not trying to disagree with Ned, but it would just concern me if that was part of what we were going to be doing.

As opposed to maybe donating the money to help cover that cost, maybe the contribution is doing the project management of the addition.

Bandwidth for our staff is really important when we have lots of projects going on for that.

So before anything was committed to, obviously the budget process would be the first point that would be discussed, but then there would be that subsequent follow-up that could happen.

Please help me understand that.

The distinction I was making in my language was more of capital funding for kind of one-time construction projects versus operational ongoing funding.

Would that still be counted as operating?

I could probably list the 20 some out there, but it's those sorts of programs that really have the human services focus.

The funding gets used up here first, not used up all, but maybe a different portion, different what have you to what's the consequence of that for the other things that we may fund.

I'll pause there in case you have any follow-up questions.

But if there are four identified areas that we're saying definitely need the focus, we don't want to lose sight that maybe we should be providing resources to that, not just within the monies put aside for ABRT.

Yes, certainly there may be other ways than ABRT to address those four things.

You'll be coming back to us at some point if that's an issue, as we're always doing with continuous.

doing our due diligence and financial stewardship and getting the impacts we need is there as well.

So I think that's my understanding.

Moving to item number three, the cultural arts and festivals process.

Again, questions, discussion, and action.

Going through item number three, attachment C, Supervisor LaPisto-Kirtley.

not using that for their salaries.

And then my last question, I've thrown them all out here at once, is I seem to recall in my reading that one of the concerns was the amount of time spent by staff in vetting this process of making these decisions, and they haven't really discussed that.

But that's just an idea, as we think about doing something differently, can we also address that differently to, again, get a comparable outcome by kind of re-engineering a process?

And I don't know how much of that happens in this context.

And so it's that relative effort as part of the budget that is kind of the distinction that staff has there.

I don't know if you have any response to the earlier questions I asked about the relevance of the Tourism Fund and the overlap and how other support is considered.

Those are all, whether something is an art program that has educational value or the other way around could be debated, but we could certainly combine that into three categories and I think still meet the intent of something different.

Has this property, since they have been operating a homestay, had they been paying all the fees, taxes, et cetera?

As far as I know, yes.

Okay, because if they haven't, then that would be nice to reimburse for that period of time.

have the applicants or owners make the appropriate adjustments to the behavior.

Okay, so as long as they make those adjustments, I have no problem.

And I don't want to get down in the weeds with terminology, but also it's important to understand, if nothing else, how the space at JCPenney's is going to be utilized.

Is there some way for us to use it if, hypothetically, we wanted to put in a park or something in an unused space?

Mr. Rosenberg can answer it, but I believe the issue was the specific language of the proffer of the land Was was what we were talking about.

Or does it lay fallow if they don't want to use it for a school?

has an interest or a right and with regard to the proffers, whether a conveyance of a property from the school board to the county would be permissible given the language of the proffer.

So it looks like that might be, according to the state code, might be in the realm of possibility, depending on the profit, depending on the whole situation.

So it's really been wonderful.

It's a great location up that way to start and the time probably to think about it is now, in the future.
